Job DescriptionPurpose & Accountability:Document Expeditor & SSO Support is responsible for handling and managing post-delivery shipping documentation in a timely manner. This role is to support and assist Supply and Shipping Operators in processing all shipping related documents.Dimensions:Total production under the care of Shipping Operations is close to 150,000 bbl/d of product ranging from Naphtha, Kerosene, Jet A1, Gas oil, Drilling Fluid, Normal Paraffin and 3 Base oil grades. Ad hoc advice on Upstream Products may be requested.The products are shipped to Shell Affiliates and external customers via the common terminal in RLC with around 150 shipments per year under regulated as well as non-regulated product scenarios.Main Responsibilities/ Accountability:Ensure completeness and accuracy of information on the shipping documents prior obtaining signatures from the relevant signatories.Timely collection of shipping documents from Supply and Shipping Operators and handover the docs to agents for endorsement.Issue and process Shipping Documents in Arabic and English.Timely handover of the endorsed shipping documents back to QSGTL Supply and Shipping Operations and Contract Admin.Prepare and process the Certificate of origin CoO’s (Including Form A Europe) and Proforma Invoice endorsement by the Qatari Chamber of Commerce and Ministry of Economy & Trade.Secure Legalization of CoOs from the Ministry of Economy & Trade.Validate and arrange the required Shipping Documents basis the customer documentary instructions.Dispatch the Shipping Documents to all customers around the world.Handover the Shipping Documents for the Normal Paraffin’s shipments to the Contract Administrators for supporting the order to cash/billing process.File and archive all relative documents per shipments for audit / records purposes. Physical shipment documents hard copy.Secondary Responsibilities (On a need basis):Support the administrative work of the SSO team for Operations Services and achieving efficient liftings of products whilst meeting customer requirements.Willingness and capacity to learn is important as the support to SSO team can be any of the following tasks:Process Ship nominations and Ship vettingIssue Loading Instruction, Surveyor appointments, Pilot bookings, Shipping agent on every shipment.Ensure timely processing of shipping related invoices (I.e. handle the interface with Finance including accruals management, invoicing and settlements in SAP system)Maintain the database of shipments for record, claims management, dead freight, demurrage and shipment summaryGenerate (using SAP) all soft and hard copy cargo documentation.Key Stakeholders:Supply & Shipping Operator TeamLPU – Oil Movement CoordinatorFinance – Contract administrationMarketing – Hydrocarbon Supply ManagementSurveyorsQatar Chamber of CommerceMinistry of Economy & TradeShell Authorized signatory for signing agent documents (Certificate of Quality & Certificate of Origin) Qatar Chamber documents (Proforma invoice & Certificate of Origin- Form A), Delay letter in case of delay to Qatar Chamber.Shipping documents processing from E2E:Before Loading:Draft Non-negotiable BL is sent to the Loading Master.Supply & shipping operator team (SSO) issue and send NonĀ­ Negotiable (NN BL) draft to Loading Master (LM)After Loading:After loading is complete the surveyor calculates the shore figures and gives it to the loading master for further perusal.Loading master will fill in the Non- Negotiable then proceed to the end post loading meeting along with Ship Master (SM), Surveyor and agentsIn this post loading meeting, all parties will agree to the loadable figures and then Ship Master or the agent will sign-off NN BLOnce SM signs and stamps NN BL, LM will send a scanned copy to QSGTL Ops teamCompany Description Shell is the largest foreign investor in Qatar and has invested US$ 21 billion in Qatar alone in the past six years.
