This is a permanent and residential position based in the Doha Head Office.

Scope of Work

The role is responsible for vetting, inspection, approval and acceptance of all floating units within Al Shaheen as per OCIMF and NOC requirements.
The role has responsibility for delivering all marine operations, which includes planning, coordination, execution and completion of all operations according to NOC procedures and guidelines, legislative requirements and industry best practice.


Drive incident free environment through establishing and maintaining a strong safety culture.
Contribute to the improvement of safety, security and environment within the framework of NOC HSEQ policy concerning Marine Operations and CP-NOC-061
Promote improvement of Maritime Safety within the industry by an active participation in OCIMF working groups.
Responsible for ensuring compliance with HSE (occupational process) legislation, Qatari laws, rules and regulations standards, and procedures under area of responsibility to ensure employee safety, legislative compliance and a responsible environment attitude.
Issue marine safety flashes and follow up implementation.
Strategic Planning and Direction

Provide Team Lead with regular analysis and comment on performance and results.
Establish and maintain effective relationships with external parties, functional teams and partners as required to meet NOC’s strategic business and operational objectives.
Contribute to improvements, development and implementation of department activities, processes and procedures.
Operations Management

Implementation of the Qatarization Program.
Participate and provide marine expertise in Major Projects.
Responsible for delivering safe and efficient vessel operations, which includes vetting, inspections and audits of all floating assets.
Assist in Contract Management within area of responsibility.
Assist in Authoring Marine Company procedures and guidelines and enforcing their application within NOC Al Shaheen field.
Ensure analysis of new technologies in the maritime field and bring new solutions an dprogress, allowing technical improvements in the field of Group Offshore operations.
Ensure timely identification, preparation, submissions and approval of all documentation to authorities, partners or in house as required to support operations.
Ensure vendor personnel are pre-job briefed onshore and informed about relevant HSE and company Procedures before offshore mobilization.
Identify and manage vendor mobilization as required.
Support the development and preparation of Scope of Work for works within area of responsibility.
Reporting and Investigation

Responsible for ensuring the methods and tools are in place for completion of all marine reports and KPI’s.
Ensure line management and Logistics Operations Head are kept informed on relevant issues which could affect operational, safety and commercial aspects of the operation.
Participate in marine accident investigations, as required by NOC.
Profile Required

Master Mariner Class 1 certificate or with 15 years’ experience at sea with 3 years as Senior Office.
Unlimited DP license.
SDPO on various Offshore Vessels.
OCIMF Accredited OVID Inspector (Preferred)
Deep and broad knowledge of the maritime and offshore industries in various fields such as: offshore operations (Rig Moving, pipe laying, hook up, lifting, surveys), dynamic positioning, vetting/marine assurance, management of contracts, terminal operations, international regulations and studies of projects.
Knowledge of International Marine rules and regulations (IMO, OCIMF, SOLAS, MARPOL)
