The Tank Task Force Company Rep is responsible for managing the maintenance and execution of repairs/construction on tank projects for the Tank Task Force (TTF). The successful candidate will be able to coordinate and direct all facets of tank maintenance activities including: scope generation, field oversight, cost control, project constructability, and schedule adherence while maintaining strong safety and environmental stewardship. The position will require close working relationships with operations, engineering, inspections, and contractors.  

 Responsibilities for this position may include but are not limited to:

Safety and Environmental Stewardship
Familiar with Chevron’s Tenets of Operation and their practical application with regard to planning, scheduling and execution of turnaround (TA) maintenance activities.
Evaluates hazards, safety concerns for Tank Turnaround maintenance work.
Ensures continuous reinforcement of health, safety, environmental values, Chevron Way behaviors and performance to maintain Incident Free Operation.
Enforce compliance with all applicable environmental regulations, company policies and refinery rules
Actively participate in project safety meetings
Use Chevron safety databases
Provides feedback on safety/environmental performance of each contractor.
Scope Generation

Work closely with Fixed Equipment Inspection (FEI), Operations, and Chevron Engineering to generate well defined and contingency scope.
Review routine maintenance backlog for tank projects to review potential work scope.
Support FEI with resources to perform on stream inspections.
Field Oversight

Coordinate resource needs with Planner/Scheduler, Contractors, Operations, Instrumentation and Inspection for successful project execution. 
Includes personnel (inspectors/fire watch/entry attendants) and equipment (cranes/forklifts/vacuum trucks) etc.
Monitor and allocate/level personnel – in close coordination with scheduler, generate a 3-week lookahead forecast to allow for better work planning and execution.
Communicate with Contractor PM’s objectives, goals, concerns, opportunities, etc.
Resolves daily problems with planning, scheduling, safety, manpower and equipment issues in the execution of tank maintenance
Reviews and approves daily timesheets.
Orders needed materials and follows-up for timely delivery.
Ensure no delays in permit issuance in the field.
Provide general maintenance support for cleaning of tanks.
Schedule Development and Adherence
Works closely with the Primavera scheduler, ensuring they are given quality inputs throughout the planning phases.
During maintenance execution uses primavera schedule information to make data driven decisions.
Participates in weekly TTF Project Coordination and lookahead meetings using schedule productivity (S-Curves) to drive productivity at a high level and to help prioritize work.
Evaluate contractor performance based on productivity in the field.
Exhibit ownership of schedule optimization.
Cost Control

Secure and review all proposals for each assigned tank project to ensure estimates are accurate with anticipated productivity.
Review and approve all incoming service/purchase orders (SO’s/PO’s) for each project.
Review contractor invoices (ensuring accuracy), challenge if discrepancies are found and recommend approval (if in order).
Project Constructability

Exhibit ownership of the constructability review process.
Reviews preliminary Safety Methodology Statement for each project and provides recommendations. Coordinates with Engineering regarding technical matters, if needed.
Recognize hold points to ensure inspections of on-going repair/work are performed with minimal impact to work schedule.
Coordinates required non-destructive exam (NDE) outside of mechanical contractors’ scope of work.
Work with Public Affairs Group to mitigate any issues around tank work that can impact the surrounding community.  i.e. noise and odors
Required Qualifications:

High School diploma or equivalent.
A minimum of 10 years refinery experience in a maintenance or project role.
Ability to demonstrate familiarity within the refinery industry and corporate standards as well as best-practices.
Demonstrated leadership skills – able to build and lead a high-performance team.
Proven oral and written communication skills.
Experience working directly with operations, engineering, inspections, and contractors.  
Familiarity with safety requirements and environmental requirements.
Ability to build solid collaborative relationships.
Ability to make necessary manpower adjustments and scheduling changes to ensure resources are being used to accommodate turnaround priorities.
Working knowledge of Primavera schedule.
Preferred Qualifications:

Experience in the oil and/or chemical industry or in a military environment preferred.
Extensive knowledge and experience with industry and corporate standards and Best-Practices as applicable within a tank farm environment.
Experience working in a team environment.
Performance/Achievement: Sets high standards of performance for self and own work group that will achieve sustained competitive advantage.
Experience working with a union workforce.
Working knowledge of MAXIMO.
Experience working turn around process.
Experience working with safety databases.
Experience working in updating key performance indicators (KPIs) and document control.
Experience working with the programs Excel and Word.
